Duplicate buttons during toolbar customization

Hi All,
     I have a toolbar class which derives from CXTPToolBar and it appears that when we try to customize the toolbar by dragging a button while holding control key, the button is duplicated. Is this how it is supposed to behave ? If so, is there a way to prevent this duplication (setting a flag/ overriding a call etc ) at the toolbar level?
