MDI ribbons: tooltip theme not correct

If you load the MDI ribbon sample you can see a problem with theming of the tootips drawn for the min/max/close buttons.
 
1. Run the MDI ribbon sample
 
2. Hover the cursor over the Close button on the MTIClientWnd... shows a "Close" tooltip in the correct theme:
 
 
3. BUT, if you hover the cursor over one of the MDI window min/max/close buttons then it uses the incorrect system theme (yellow tooltip)
 
There must be an incorrect paint manager somewhere, but I don't know where..... Any ideas? This bug is present in 13.0.0 as well as 13.1.0.
Product: Xtreme ToolkitPro 2009 (13.4.1)
Platform: Windows 7 Ultimate(64bit)
Language: Visual Studio 2010 (C++)

I believe I've posted about this before, and Oleg said the tooltip comes from Windows and cannot be altered. Oleg?
