Docking on a specific row...

   Anybody know how to dock a toolbar on a specific row?  My app has over a dozen toolbars and I want them to appear in a specific order -- the first time, at least, after that, it's up to the user -- but don't seem to be able to do it.  I can DockRightOf() to get the row in the right order, but nothing short of creating the toolbars in a specific order seems to help.
