Hi,
 
There is CXTPCommandBars::SetPopupBarClass method to allow set custom PopupBar class.
 
using CXTPPopupBar::CreatePopupBar you will be sure it will create popup bar you set as custom.

But e.g. the subclass CXTPPopupToolBar can be also create as static. But why it is not allowed to create CXTPPopupBar as static?

Its protected to force you call CreatePopupBar instead. Its not slowly at all.

Why is the standard constructor protected? Has it any reason?
 
It is possible to create an dynamic instance with CXTPPopupBar::CreatePopupBar. But it is more slowly and it is possible to forget a call to pPopup->InternalRelease()
