I think I resolve the problem.
CXTPReportControl doesn't provide any mthod to adjust virtual record count.
So, I inherite CXTPReportContrl and overwrite AdjustScrollBars() to adjust vertical scroll bar range.

How I can adjust the row count when CXTPReportControl in virtual mode ?
If I reissue SetVirtualMode() and Populate(), the list will refresh and the vertical scroll position reset. It is confused if new record arrival when user is looking the list.
