К сожалению не включен :( В пакет CommandBars включен только CommandBars.ocx. А TabControl находится в Controls.ocx.

может перейдем на русский)). Вобщем суть такая, мне в проекте на VB очень надо Ribbon и нормальный TabControl который поддерживает NativeStyle, ваши компоненты в 11ой версии это поодерживают, но покупать полный пакет да и 2 пакета(Bars и Controls) я пока не в состоянии, а вот напрмиер 1 Bars я бы купил. You can download eval verrsion and check SuiteControls sample.
 
TabControl and TabPage are part of SuitePro and Controls packages.
