In Windows XP there is this setting:
"Hide underlined letters for keyboard navigation until I press the Alt key"
 
When that option is set, letters should not be underlined. However, the property grid caption does not take this into consideration. See image below.
 
 
Not much of a problem. Really... But still, it's a bug :)
