I am using 9.51.  I did some more experimenting and I think Ifound what is going on.  If the docking panes visual theme ischanged, the DockingPaneManager.Options.ShowCaption value is set toTrue.  To reproduce it, just add the following lines to the end ofthe frmMain.Form_Load() in the Outlook 2003 sample project:

    DockingPaneManager.VisualTheme = ThemeOffice
    DockingPaneManager.VisualTheme = ThemeOffice2003

The workaround is to set the ShowCaption AFTER setting the VisualTheme.  You might want to fix this in a future update.

It is possible to either show or hide ALL docking pane title bars.  You can not hide/show them on an individual basis.

DockingPaneManager.Options.ShowCaption = False
