1. Can be easy fixed just to add
SendMessage(WM_NCPAINT); after you change option.
 
2. What problem do you see? Word from Office 2007 looks same...

If you change the font size from normal to large (or back) the frame border is not redrawn correctly:



And the border is not drawn correctly with the Vista Basic theme:
