Please recompile the project before execute an EXE file, or look at source code.

Now with 10.4.1 version Tab key is work, but KeyDown and KeyPress events of the form 1 doesn't work.

Hmm. really strange. if you add simple button in first form  it will work if button has focus and not if listview.

Look the attached VB6 project.
BUG:
When the program is skinned and Listview control is placed at the Form 1, if we open form 2 via toolbar then Tab key won't work.
But if skin is off or Listview control is removed then Tab key at the Form 2 is works ok.
