I use Axialis IconWorkshop.  It integrates with Photoshop too...

Photoshop 6 will definately create PNG images. Can you use PNG format instead of BMP? It is smaller, still lossess, and includes alpha. Hello;
 
Photoshop 6 is not able to open and/or store 32bit bitmap images. It can't recognize this format.
Is there a alternative way of creating such files.
Bying Photoshop CS or CS2 only for creating this kind of image format is not accepted by my boss.

I use Photoshop CS2 and PNG images as well. Makes alpha channel embedded in the icon easy to work with. Loading the images using Command Bar Designer and 10.3 helps UI work go much quicker.
 
I just wish there was a Ribbon Designer too. ;-)

I'm using Photoshop CS, but it should work in 6.0, too.
