When you have a collapsed Ribbon group than contains disabled controls and you resize the window so that the controls becomes visible for the first time, they are enabled and then fade out to the disabled state.
 
P.S.: They start to fade out as soon as your release the statusbar/window border, so while resizing the controls are displayed enabled, although they are disabled.
