In ToolKit Pro 9.6 I found exactly that functionality:

m_OutlookBar.SetSelItem(iFolder, iItem, bEnsureVisible);

The third parameter does what you want to do.

However, I found that selecting the bottommost item sometimes leads toan unnessary showing of scrollicons, although the item would still havebeen visible. When there is always enough spaces for all items to startwith it is better to set the bEnsureVisible to FALSE.
