I can confirm this bug.  I get the following error:

Quote Run-Time error '-2147417848 (80070108)':

Method 'Active MenuBar' of object '_DCommandBars' failed


when I execute this line of code

Set ControlFile = CommandBars.ActiveMenuBar.Controls.Add(xtpControlPopup, 0, "&File", -1, False)


I had set the BarID to 999.  Resetting the BarID to 1 fixes the problem.  Also note that pressing the Stop button after this error crashes the IDE.

'   "....BarID =" cause an error in "Set ControlFile = ...". Why?
CommandBars.ActiveMenuBar.BarID = 1000
