This has been a long-standing problem.

When a menu has items in it that are always shown and some non-recently-used items (ALL of which have their Visible property set to false (e.g. because they aren't applicable in the current context of the menu)), the menu will display as if there are more items that have not been displayed. The little "show more" arrow will be incorrectly shown at the bottom of the menu. Clicking on it just removes the arrow but of course does not show any more menu items since those non-recently used items have their Visible property set to false.

Is there a fix for this?
