This problem has been fixed and all product installations have beenupdated. Please download the latest version update to correct theproblem with your current installation.

The download counter is reset with each product release. It isset to 3 attempts incase your download fails for some reason. This isnot a indicator of how many licenses or installations you have. Alldownload counters have been reset so you should be able to download without any problem.

I wanted to give everyone a status update on this. The problem is a bugwith latest version of the license protection package that we areusing.  We have contacted thevendor and are working with them to resolve the problem and should havethis corrected by the end of the day.
