In v16.31 you have introduced a bug in CXTPPropertyPage::LoadTemplate which causes the application to load the resource from EXE instead of translated DLL resource (for applications which have a resource only translated DLL).

I had to copy the code from v16.24 - CXTPPropertyPage::LoadTemplate(HGLOBAL& hTemplate, HINSTANCE& hInst) to v16.31 in order to make it work
