I have a suggestion for EnsureVisible. If the tooltip being displayed is even a pixel past the bottom of the work area, the tip is shown above the control (on the command ribbon in my case). This can cause 90% of the tip to be "above" the monitor.

The method is not virtual so I cannot make a change to do a "best fit" and go with the direction that clips the least amount of tip. But if CJ wanted to be a bit more aggressive, differences between what is clipped if placed below below the exclude window and if placed above the exclude window would allow the code to make a better choice of where to display the tip.
