Submitted issue to support through support.codejock.com and it was resolved. GDIPlus directory was missing in distribution. It has now been added. I just downloaded the latest Docking Pane release, 16.2.4 and on running the deployment wizard, the build fails with the following errors:
 
1>c:\program files (x86)\codejock software\mfc\xtreme docking pane v16.2.4\source\markup\xtpmarkupdevicecontext.cpp(36): fatal error C1083: Cannot open include file: 'GraphicLibrary/GdiPlus/GdiPlus.h': No such file or directory
 
The GdiPlus directory does not exist in the source code directories.
