Yes, it is possible.  You need to disable autotheme for the tab workspace.

CommandBars.TabWorkspace.AutoTheme = False
CommandBars.TabWorkspace.PaintManager.OneNoteColors = False
CommandBars.TabWorkspace.PaintManager.Color = xtpTabColorOffice2003
CommandBars.TabWorkspace.PaintManager.Appearance = xtpTabAppearanceOffice2003
