There is a bug in the report control. When the control is scrolled down if the view is re-sized vertically the scroll bar disappears so it appears that the items above the current top item are not there. The items are still there and you can get to them by using the up arrow key but if user doesn''t know that then they think some of their items are missing. 

Steps to reproduce

1. Run Report Sample
2. Click on Report Control - Control Test - Task List Sample
3. Re-size the Task List view vertically so approximately 3 items are not showing at the bottom.
4. Move the scroll thumb down to the bottom of the scroll bar so now the top items are not showing.
5. Re-size the view vertically until the vertical scroll bar disappears.
6. Notice the hidden items at the top appear to be missing. They are still there because you can navigate to them with the up arrow key.

This is a significant problem in our program and many of our users are having issues with it appearing pretty frequently.
