In the Commandbar.Options is a property LargeIcons. Set that one to False. I have created a toolbar with all buttons IconAndCaptionBelow, but it won't show my 16x16 icons (it stretches them to 32x32)

I tried setting SetIconSize on the toolbar and on a button but that had no effect
