I'm having a similar issue with what I'm working on as well.  I can see no way around this.  The only way seems to be to enforce a policy when no track blocks can overlap per row. 

Does anyone know a workaround to this problem or solution?

Hi,
I'm facing some problem about track control. Please refer the screenshot show as below.
When move Block A into between Block B and Block C, Block B will automatic move to front and BlockLength for Block C will automatic expand.
How to set that the Block B and Block C do not move automatically and Block C do not expand its block length?
