We have the same issue already in Toolkit 15.0.2!

There is a problem in CXTPToolTipContextToolTip::OnWindowFromPoint. In case you move the mouse over the tooltip window the function returns the window handle of the Internet_Explorer_Server that is embedded in the WebBrowser control of CXTPToolTipContext::CHTMLToolTip which is used to render the HTML-tooltip. This window handle is not related to the TOOLITEMs and therefore CXTPToolTipContextToolTip::FindTool returns NULL.

We see it on Win7 and Vista. We don't use Win XP any more. Hi

I'm getting some weird tooltip behaviour since we moved to 15.2.1. We use HTML tooltips.

When we hover over an object the first time, the tooltip shows OK, then if the mouse moves a little (but still over the item), the tooltip moves, is redrawn blank - it only draws the background and shading, but no tooltip content... e.g. as shown...
