I think this should be the default behavior in GetRowHeight function:
 
virtual int GetRowHeight(CDC* pDC, CXTPReportRow* pRow)
{
   int rowHeight = CXTPReportPaintManager::GetRowHeight(pDC, pRow);
   return max(rowHeight, m_nRowHeightDefault);
}
