I went through this as well. You need to re-install CodeJock Xtreme Toolkit Pro. I pinpointed this problem before. Here we go again...
 
VS 2010, XTP 13.3.1, Windows 7 64-bit. Voilą!
 
 
No VC10. Now, that's just painful... :(
 
How do you determine if VS 2010 is installed?
