After studying the code
I am sure the issue is caused by the funtion CXTPSkinPopupMenuState::TrackPopupMenu
Maybe it is not compatible with original operation system completely
 
but I have no idea to solve it

If the option "xtpSkinApplyMenus" is applied to XTPSkinManager
the the function "GetMenuItemRect" will be failed
 
How to solve this bug?
the version I used is 12.1.1
