But once again both the MSDN for VS 2007 and Windows Explorer do show the issue. I don't think this is worth opening a case with MS support for this one. I am really working on the problem I reported here where the app frame window gets into the invalid state where the WS_MINIMIZE and WS_MAXIMIZE styles both are set and I thought these other problems might be related (except for the fact that I have already determined that Windows does not send our app the WM_SYSCOMMAND message for this case and the other one jsbro replied to AND the invalid style state does not occur with this or the other issue).

I have already contacted our MS support guy regarding the problem where windows+m fails to minimize the app because the OS doesn't send us the WM_SYSCOMMAND message.

In fact, I don't even have to go through all of your steps, just hitting Windows+D and then right-clicking the icon in the task bar exhibits the problem for all applications.

Possibly by design for Vista?
