Yes, gallery doesn't show tips for diabled items.

I have a disabled gallery Controls. All gallery items are disabled too. 
When the galley is enabled we can see tooltips of the items by hovering over them. However when my galley is disabled I could not see any tooltip.
What should be done here? On which control the tooltip need to be set?
