You right - if last row expanded - empty rows have proper height, if collapsed - empty rows to big. Fixed.

XTP 13.
When a group is collapsed, the gap between the horizontal grids increases (to match the group height). This might be correct, but it looks weird when you expand/collapse it.
 
 
You can see this behavior after calling:
GetPaintManager()->SetDrawGridForEmptySpace(TRUE);
