With which version of VB.net or C#.net does AcitveX-Skinframework work?

Are there any limitions with the different versions of Visual Studio?
 
VB 7   VS 2002/VS 2003 + .NET Framwork 1.1
VB 8   VS 2005 + .NET Framwork 2.0
VB 9   VS 2008 + .NET Framwork 3.5
 
Are samples in VB.net available? In the delivery of CodeJock SuitePro 2009 for ActiveX are only VB6-Samples for the Skinframework included.
 
In comparison between Skinframework version 12.1.1 and version 13.0 are there improvments relating to VB.net?
