We had the same issue with the Toolbars, and I found the following MS Hotfix for the MSComCTL.OCX which solved this problem for us.

Can you attach it to this issue in issuetracker (#18596), it's still open
 
I will try with updated OCX and report the result to you

Hi,
 
Icons on Toolbar don't show. I think this is same problem as with TabControl. I included same MSComctl.ocx as in https://forum.codejock.com/forum_topics.asp?FID=129 post.
