Currently,If I want receive the notify from docking pane,I must get it from mainframe of docking pane,(that is the parent of docking pane manager).BUT in some cases, I can't receive it from mainframe directy,(plug-ins for example).So I suggest that:

you can send the pane's notify to the owner of pane manager instead for pane manager's parent.So in most cases,the pane works OK,(Because in most case,the parent and the owner of pane manager is same,but the owner can be reset).
