Let me rephrase what I meant. <img src="uploads/20080801_103309_default_lg.jpg" border="0"><br /><br />as you can see, the caption buttons are definately made by the command bars. Or atleast I think so in best judgement. And notice how the Active menu is "In" the title bar, rather than below it.
