Where do I find the XMLResource tool?

Also, can the XML resource file be in Unicode format?

See Samples\CommandBars\ScribbleMultiLang\Translations\Source\ folder.
it contains rc files that need to compile to dll.
Using our XMLResource tool you can generate xml from dlls.

I'm working on localizing my product.  The Scribble sample has a Translations group in the project that contains translated dll & xml files.  How are those generated?  How would I generate or obtain something like a ToolkitPro.ResourceDe.dll or ToolkitPro.ResourceJa.dll?
