Try this:
 
Item.CaptionMetrics.DrawTextFormat = DrawTextVcenter
Strange property though
 
I set the same properties you did and I found that with setting MultiLinesCount = 3 , you can type as many lines as you want. I thought this would prevent the user from typing more than 3 lines, but it isn't ?!?

If I set a PropertyGridItem with EditStyle = EditStyleMultiLine and MultiLinesCount = 3 of example, then the Aligment of the PropertyGridItem Caption is VCenter.
