Using OLE Drag Drop and Normal Drag Drop

   I use the Task Panel as a navigation menu to launch other programs.  When I don't use the OLE Drag/Drop features the system will allow me to drag menu items up/down and to other groups.  When I turn OLE Drag/Drop on so that I can drag EXE programs onto the Task Panel then when I try to move items up/down or to other groups they start to drag but then disappear.  when I try to move the icon up or down it goes into the OLE Drag Drop features and I'm unsure how to handle it to move the item.
