XTP 12.0.1. Haven't tested with 13.x yet.
 
If you hover the mouse between two column headers, the resize-cursor is displayed. However, a tooltip is also displayed.
 
This is wrong. The tooltip shall not be displayed when in resize-mode (see Explorer.exe).

Are you tried Explorer in same mode? I did not see tooltip for header item text even the column too small and show only few letters and ...
So your reference to Explorer (at least for XP version) is not valid. From pure logical point of view I did not see anything wrong in the case you reported. It is easy to cancel tooltip in same moment we change cursor shape but what's for? Just extra information for user - if he will move cursor tooltip will change text to next column title and keep show potential to resize
