With Windows probably running on touch devices soon, I wonder what kind of controls we will use.

There are not many controls out yet, the first (?) one was the Touch Controls Suite:
http://www.mirabyte.com/en/products/windows-mobile/touch-controls-suite/features.html

I would like to see touch controls from Codejock for Windows Mobile (mobile devices with small screen) as well as "Slate PCs" with Windows 7.

What are Codejocks plans for touch controls?
And which touch controls would the customers (you) like to see?

The attemp of just writing a mouse driver for the touch pad and to use the same old controls failed. The Apple iPad as well as Android has shown that you need different controls for touch then for a dektop PC.

Is it possible to simulate "touched input" in Windows 7 (for development purposes)?

I don't think so.

There is a new window message, WM_GESTURE. I don't think that any app or toolkit will handle this message yet.

Sure, but it's hard to test that stuff without a touch-display :(

Not sure if a touch screen would work?
That way you could test touch with a desktop PC.
