Skin Builder Custom Button Text Color Problem

I am currently building a custom skin for my MFC based application using SkinBuilder and so far everything is working fine except for one issue. I have changed the color of the button text from black to white using both the system metric "BtnText" and the "Text Color" property of the Push Button control. When a push button has input focus (i.e., there is a dotted-line surrounding it), the correct white color is shown but any other buttons continue to show the standard black color. When I change the input focus to one of those buttons, again, the correct color is shown for focused button only.
 
I'm curious what setting I need to change to ensure that the button text is white whether it has input focus or not. I have tried "HighlightText" but this has no effect. Anyone come across this problem before?
