I have done a bit more investigation and have found that the disabled toolbar images are empty only on the main form, as the child forms skin properly.  Here is an image to further describe the situation:

I have skinned an app with a Common Controls' Toolbar and have noticed some strange effects.  Whenever a "default" button is disabled the button completely disappears, yet when a "dropdown" button is disabled it still displays in an obviously disabled state.  What does it take to get the default buttons to disable and remain visible?
