Ribbonbar tooltips position

   Hi!

I noticed something quire with the ribbonbar tooltips position when:
i)the ribbonbar is minimized
ii)when it is being fully shown

consider the 'cut' tooltip in the clips below:

fig1. with ribbon bar minimized. tooltip is right under cursor position(though not able to capture mouse icon)

fig2. with ribbon bar in full view. tooltip is not allowed inside the ribbonbar.
is this normal behaviour?

i stand to be corrected.
