I have looked online for the .cjstyles and see no reference to this file extension. Is there or will there be a tool used to develop themes?

The control also supports .msstyles themes... I don't have time to look into it just yet, but there must be editors for this format since it is the official Windows XP theme format.

You can use StyleBuilder by TGTSoft to create your own msstyles file.
