Having trouble customising Drag and Drop

Hi there. I have a specific requirement for drag and drop in my report control. The bottom element in the report control can not be dragged, nor can other items be dragged to be further down the report control.

So I need to be able to:

1) Disable any display of the drop marker when mousing over this last item, or past the last item.
2) I need to be able to disallow dropping onto it or after it. 

1) I can't see any place to do this on a per record basis.
2) I can watch XTP_NM_REPORT_RECORDS_DROPPED but there doesn't seem to be a way to "cancel" the operation at that point. Just returning still moves the items within the report control. If I set bReturnValue to the two possible values the moved record is still removed, and in the FALSE case it's put at the bottom (Which shouldn't happen).
