Version 16.3.0 is not ready for production

I updated to v16.3.0 recently, but I had to revert back to 16.2.3 almost immediately due to various issues: 
1. Dropdown lists don't work properly.
2. When using the Office 2013 and a ribbon on an MDI window, if you maximize the window on a second monitor it disappears (possible a side-effect of fixing the issues with the window borders).

Back when I reported the problem with markup tooltips (in 16.2.5) I was told it would be fixed in 16.3.1. Any idea when that version will be released?
