Haven't tried it but maybe you could use the ControlSelected event on the Commandbars control.

When I hover over a button in a ribbon bar, I have the following type of HTML tooltip popup.  



Is there an event that happens during this tooltip display where I can set the current help topic number so that if the user presses F1, the desired topic will be displayed?
