"Close" tooltip not skinned!

13.3.1. Windows 7 x64, Classic Mode.
 
Dialogs usually have a close button. When skinned, the tooltip of the close button is the standard (ugly) tooltip provided by Windows. How do I fix this?

i have the same issue, too  (Version final 17.0.0 without skin framework but with VS2015Dark theme)
is there a solution for that?

I have found that only application with RibbonBar has the right tooltip on the caption buttons.
The RibbonBar has her own caption buttons with tooltip functionality in which the CommandBarsFrameHook caption buttons has not.
