Wrong cursor for toolbar

Open CommandBars\DialogSample. Add the following to the toolbar:
pToolBar->EnableDocking(xtpFlagAlignTop | xtpFlagStretched);
pToolBar->SetShowGripper(FALSE);
 
Remove the menu. Then try to move the toolbar. The move-cursor is shown. Why?

replace to pToolBar->EnableDocking( xtpFlagStretched);
