How to create xml resource file from rc file?

   To convert res file to xml file, I can't find this:
Workspace\Resource\XMLResource\XMLResource.exe

Could you give me this exe?

I'm using toolkit as static lib and I want change UI language at run time(using xml resource file).
The resource includes my strings and strings for Toolkit(it's too much!). Do i need to translate the strings for Toolkit? I know that you already translated the resource for Toolkit. How can I do? I only want to translate my own strings

	Should be located here: "C:\Program Files\Codejock Software\MFC\Xtreme ToolkitPro v12.1.1\Utils\ResourceEditor.exe"
