What is the Action Library?

The Action Library for my project has a number of left over items from the start, but I don't see any way to delete or rename actions.  I can add new ones, but it uses a generic name "Category6".

The CBD help doesn't explain what these are for or if it's important. 

Also is it important to create controls?  I started by dragging an existing control to the menu and then renaming it for what I needed.  This makes the menu look right, but I realized I can't move the item to the toolbar unless I make the control first. Assuming I don't need an item in the toolbar, should I go back and make a control for every item anyway?

To rename - select action and change its caption in propertis pane. To rename category - click it, wait and rename "in-place". To delete - right click and delete.

Its just collection of default commands that you can use.
